In light of the ever-increasing demands for quality from users of public services, the adoption of a new approach to public management has become necessary to achieve performance objectives in this sector. This study seeks to address these questions by analyzing the mechanisms implemented by the Public Administration Human Resources Mobilization and Revitalization Project (PMR-RH), with technical and financial support from the African Development Bank Group, in order to identify strengths and weaknesses and explore avenues for its strengthening. Our research is a qualitative, non-experimental study based on observational and documentary data from open-ended and semi-structured interviews conducted with stakeholders and direct beneficiaries of the project.
